The new Board of the Delta State Direct Labour Agency (DLA) has been commended for working hard to revive and reposition the Agency for greater efficiency and productivity.

The State Governor, Rt Hon Sheriff Oborevwori, gave the commendation on Wednesday in Asaba while declaring open a 3-day retreat for the staff of the organization.

Governor Oborevwori, who was represented by the State Commissioner for Urban Renewal, Engr. Ifeanyi Anoka said the vision, tenacity of purpose and exemplary leadership of the Board informed his approval of the request for the establishment of a central equipment maintenance and repair workshop for the Agency. 

He stated that with the workshop, the Agency should be able to maintain its fleet of earth-moving equipment, heavy-duty trucks and light operational vehicles for itself and other MDAs, expressing delight that the establishment had been able to fix some of the abandoned earth-moving equipment and heavy-duty trucks to help in navigating its mandate. 

The Governor said the approval for the establishment of a central soil, asphalt and concrete testing laboratory was also aimed at furthering his administration’s policy of zero tolerance for poor quality jobs.

Governor Oborevwori re-emphasized that he would not hesitate to blacklist contractors who delivered sub-standard jobs, as well as sanction any civil servant found colluding with contractors to cut corners and deny Deltans value for their money. 

He expressed the hope that the Agency would utilize the opportunity of the retreat to inculcate the core values of the MORE agenda in every of its activity, stressing that every staff member of the Agency must be guided by the core values of innovation, diligence, transparency and accountability, service and social responsibility, opportunity and freedom, as well as unity and respect. 

In his remarks, the Speaker of the Delta State House of Assembly, Rt. Hon Emomotimi Guwor, represented by the Chairman, House Committee on Works, Hon Oboro Preyor, recalled that at inception in 1999, the DLA was like a parallel Ministry of Works, but regretted that the Agency almost went murribond over time.

Guwor, however, noted that the Agency received a new lease of life at the inception of the Oborevwori administration, pointing out that N2 billion was allocated to the Agency in the 2024 budget and N3.5 billion in this year’s budget, attributing the increase to the accountability of the Agency’s authorities.

Also speaking, the Commissioner for Works (Rural Roads) and Public Information, Mr Charles Aniagwu, represented by Mrs Daboner Ruth, pledged the readiness of his Ministry to collaborate with the DLA, expressing the hope that the retreat would provide a unique opportunity for the Agency to reflect on the progress so far made, share experiences and chart a new course for the future. 

Earlier in his welcome address, the Director – General of the Direct Labour Agency, Engr. Emmanuel Ighomena, said the retreat was a significant milestone towards repositioning the Agency, which was created by law in 1999 to construct, maintain and rehabilitate roads in Delta State.

Engr. Ighomena disclosed that on assumption of duty in December 2024, the Board undertook a tour of the Agencies facilities, including the asphalt plants at Agbor, Oghara and Agbarha-Otor and came out with a report, with findings and recommendations, which served as a working document.

He thanked Governor Sheriff Oborevwori for approving the retreat to serve as a platform to discuss some of the problems contained in the report and the way forward.
